Abstract

The Internal Quality Assurance Institute of Universitas Ibnu Sina plays a strategic role in maintaining institutional quality standards through the PPEPP cycle. However, the current Monitoring and Evaluation (Monev) process still relies on fragmented Microsoft Excel files and disconnected Google Drive folders, a condition of "pseudo-digitalization" that causes work inefficiency, data-loss risk, and delays in strategic decision-making due to the absence of real-time data. This study aims to design, build, and implement an integrated web-based Monev information system using the Rapid Application Development (RAD) method with iterative prototyping. The system integrates study-program quality units UPMI and LPMI divisions into a single centralized platform that manages evaluation instruments, physical-evidence uploads, automatic scoring of quality achievement, and a real-time progress dashboard for leaders, secured through Role-Based Access Control. Functional testing using the Black-box method showed that all tested features behaved as specified, while content-validity testing of the evaluation instrument using Aiken's V produced coefficients ranging from 0.750 to 1.000 with a mean of 0.865, indicating high validity. In addition, a usability evaluation using the System Usability Scale (SUS) obtained a mean score of 79.75, categorized as “Good” and “Acceptable”.
